The 1st Training Program and Examination for Approved Persons in the Trust Sector of 2022

The Opening


On the morning of Monday, July 25, 2022, His Excellency Sok Dara, Director General of the Trust Regulator (TR), accompanied by his colleagues, participated in the opening of “the 1st Training Program and Examination for Approved Persons in the Trust Sector of 2022” for Group 1. The organization of this training and examinations for approved persons in the Trust Sector is another new step in the process of establishing a full-fledged trust business in Cambodia with operators such as trust companies, independent physical trustees, senior experts and companies which provide services in the Trust Sector who are equipped with qualification in accordance with the requirements of the regulations in force and with international practice. This training program will take place from July 25-27, 2022 at the Cambodia-Korea Cooperation Center (CKCC).


Panel Discussion


On the afternoon of Wednesday, July 27, 2022, H.E. Sok Dara, Director General of the Trust Regulator (TR), participated as a moderator in the Panel Discussion: Practical Experience, Challenges and Opportunities for the first group of the 1st Training and Examination for Approved Persons in the Trust Sector of 2022 at the Cambodia-Korea Cooperation Center (CKCC). The discussion was attended by panelists who are experts in the trust sector and finance, including Dr. IN Channy, Chairman of the Board of Trustees of ACLEDA Financial Trust, Mr. CHEA Phalarin, Chairman of the Commission of Trustees of AMRET Financial Trust and H.E. Sum Sokhamphou, Founder of Thurawadh Co. Ltd. In this discussion, the panelists shared their experiences in managing and administering trusts, the benefits of establishing the trust sector and the challenges encountered in the past, as well as shared perspectives on the trust sector. All the panelists expressed positive views on the rapid growth of the non-bank financial services sector, especially the trust operation, which has been becoming a mechanism for building and increasing trust, as well as supporting the flow of trust fund operations and contributing in the development of other relevant sectors in the Cambodian economy and society.

On the morning of Tuesday, August 2, 2022, His Excellency Nong Piseth, Deputy Director General of the Trust Regulator (TR) and as representative of His Excellency Sok Dara, Director General of the TR, accompanied by his colleagues, participated in the opening of “the 1st Training Program and Examination for Approved Persons in the Trust Sector of 2022” for Group 2. The organization of this training and examinations for approved persons in the Trust Sector is another new step in the process of establishing a full-fledged trust business in Cambodia with operators such as trust companies, independent physical trustees, senior experts and companies which provide services in the Trust Sector who are equipped with qualification in accordance with the requirements of the regulations in force and with international practice. This training program will take place from August 2-5, 2022 at the building of the Non-Bank Financial Services Authority (FSA).

Sok Dara, Director General of the Trust Regulator (TR), participated as a moderator in the Panel Discussion: The Concepts of Development Process of Trust Sector in Cambodia for the second group of the 1st Training and Examination for Approved Persons in the Trust Sector of 2022 at the building of the Non-Bank Financial Services Authority (FSA). The discussion was attended by panelists who are experts in the trust sector and finance, including Mr. BUN Yin, CEO of CIMB Bank PLC, Mrs. MAR Amara, Senior Executive Vice President & Group Chief Financial Officer of ACLEDA Bank Plc., H.E. OUK Ry, Director of Yuanhan Trust Investment Co., Ltd., and Mr. CHEA Hang Chairman of trustee of PRASAC Financial Trust. In this discussion, the panelists discussed about the concept of establishing the trust sector in Cambodia by sharing the speakers' practical experiences, challenges, opportunities, and experiences of banking sector development as a reflection of the trust sector development process, legal aspects and practices as well as the potential of the trust sector. Overall, the speakers expressed their appreciation for the development process of the trust sector, including the establishment of the Trust Regulator and the implementation of new regulations, and have a positive outlook on the potential as well as the trust operations that will contribute and promote the development of other sectors in society.

The organization of this training and examinations for approved persons in the Trust Sector is another new step in the process of establishing a full-fledged trust business in Cambodia with operators such as trust companies, independent physical trustees, senior experts and companies which provide services in the Trust Sector who are equipped with qualification in accordance with the requirements of the regulations in force and with international practice. This training program will take place from August 9-12, 2022 at the building of Non-Bank Financial Services Authority (FSA). There are 263 participants in total of the three groups in the 1st Training Program and Examination for Approved Persons in the Trust Sector of 2022.

On the afternoon of Thursday, August 11th, 2022, H.E. Sok Dara, Director General of the Trust Regulator (TR), joined the Panel Discussion as a moderator on "Trust: Practical Experience and Opportunities" for Group 3 of the 1st Training and Examination for Approved Persons in the Trust Sector of 2022 at the Non-Bank Financial Services Authority (FSA) building. Joining the panel discussion, are experts in trust and financial sectors which includes Oknha Dr. BUN Mony, Chairman of Board of Trustees of Cambodia Community Building Financial Trust, Oknha HOUT Ieng Tong, Chairman of Trustee of HATTA KAKSEKA Financial Trust, H.E. PHOV Samphy, Chairman of Board of Trustees of SEILANITHIH Financial Trust, and Mr. CHAN Mach, CEO and Board of Director of Phillip Bank Plc. and Chairman of Trustees of KREDIT Financial Trust. In this discussion, the panelists had shared their practical experiences, challenges, opportunities, lesson learnt from banking sector development for the development of the trust sector, legal aspects and practices before and after the regulations in placed as well as the potential of the trust sector. Overall, the speakers expressed their appreciation for the developmental process of the trust sector, including the establishment of the Trust Regulator and the implementation of new regulations and seen in a positive light the potential of the Trust Sector as well as trust operations that will contribute to and foster the development of other sectors in the Cambodian economy and society.
