SOK Dara, Director General of the Trust Regulator (TR) attended the National Conference on Cambodia’s Security Market: “A Decade of Market Emergence and Ways Forwards”, and CSX 10th Anniversary, under the high presidency of H.E. Akka Bandit Sapheacha Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Non-Bank Financial Services Authority (NBFSA).
In the morning of Thursday, May 5, 2022, H.E. SOK Dara, Director General of Trust Regulator (TR) accompanied by Mr. HAY Sovanna, Acting Director of Trust Registration Department, and senior officials, warmly welcomed Mr. Eric Chu, Chairman of Grand Cathay Investment Trust (Cambodia) Plc and their teams at TR Office in order to discuss the development and the investment opportunity as well as their business plan in trust sector in the Kingdom of Cambodia. In the meeting, His Excellency Director General and the company exchanged information and experiences in terms of the development, the opportunities, legal framework, technical aspects, and FinTech in the trust sector.
In the morning of Tuesday, May 03, 2022, H.E. SOK Dara, Director General of Trust Regulator (TR) and a member of the Non-Bank Financial Services Authority (FSA), attended the 9th FSA meeting for its 1st mandate virtually under the presidency of H.E. Akka Pundid Sopheacha AUN PORNMONIROTH, Deputy Prime Minister, Minister of Economy and Finance and a Chairman of the FSA.
In the morning of Thursday, April 28, 2022, Trust Regulator (TR) and Securities and Exchange Regulator of Cambodia (SERC) co-organized a dissemination workshop on the implementation of the Joint Guideline on “Registration and Additional Authorization of Trustee of Collective Investment Scheme and Custodian Agent in the Securities Sector” under the high presidency of H.E SOU SOCHEAT, Delegate of the Royal Government in charge as Director General of the SERC and H.E SOK DARA, Director General of the TR of the Non-Bank Financial Services Authority (FSA). This dissemination workshop took place at FSA’s Building in order to provide more awareness and insights on the provisions for and procedures of registration and additional authorization and other obligations of Trustee of Collective Investment Scheme and Custodian Agent in the securities sector aiming at promoting the implementation of relevant provisions and procedures to be more effective.
In the morning of Wednesday, April 27, 2022, Day-2 of the National Consultation Workshop on "Policy and Direction of Cambodia’s Financial Technology”, which was held at Hyatt Regency Phnom Penh Hotel, H.E. SOK Dara, Director General of Trust Regulator (TR) was invited as a panelist at the fourth panel discussion on the topic of “The Roles of Regulators in FinTech Development”.
In the morning of Tuesday, 26 April 2022, H.E. SOK Dara, Director General of Trust Regulator and a member of the Digital Economy and Business Committee, attended the first day of the National Consultation Workshop on “Policy and Direction of Cambodia’s Financial Technology”, which is presided by His Excellency Akka Pundit Sopheacha AUN Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Digital Economy and Business Committee.
In the morning of Wednesday, April 20, 2022, H.E SOK Dara, Director General of the Trust Regulator, joined a meeting of the Working Group on Drafting the Cambodia Financial Technology Development Policy, led by H.E ROS Seilava, Secretary of State, Ministry of Economy and Finance and a Chairman of this Working Group. This meeting was also attended by His Excellencies, Lok Chumteav, Ladies and Gentlemen who are the members of the Working Group via Zoom.
In the morning of Monday, April 18, 2022, H.E SOK Dara, Director General of the Trust Regulator, joined a leader-level-review meeting on the draft Vision of Ministry of Economy and Finance (MEF) in 2030 under the presidency of H.E. Akka Pundid Sopheacha AUN PORNMONIROTH, Deputy Prime Minister, Minister of the MEF, a Chairman of the Non-Bank Financial Services Authority Council via Zoom, and the meeting was also attended by His Excellencies and Lok Chumteav who are managements under the MEF.
In the afternoon of Thursday, April 7, 2022, H.E SOK Dara, Director General of the Trust Regulator accompanied by Directors of Department met representatives from the World Bank including Smita Wagh at the Non-Bank Financial Services Authority's building and Ratchada Anantavrasilpa via Zoom to discuss on Technical Assistance for Trust Sector Development.
In the morning of Thursday, March 31, 2022, the Trust Regulator (TR) organized a seminar on "Understanding the Development Process of the Trust Sector in the Kingdom of Cambodia” under the high presidency of H.E SOK Dara, Director General of the Trust Regulator (TR) of the Non-Bank Financial Services Authority. The purpose of this seminar is to provide information and insights on the trust sector to the reporters who work at local television channels, radio channels, and news agencies.
In the morning of Thursday, March 24, 2022, H.E SOK Dara, Director General of the Trust Regulator together with His Excellencies and Lok Chumteav who are managements of the Regulators and Unit under the Non-Bank Financial Services Authority (FSA), had a discussion meeting on Technical Assistance for FSA with experts from the World Bank, led by H.E ROS Seilava, Secretary of State of the Ministry of Economy and Finance and Deputy Chairman of FSA via Zoom.
In the morning of Monday, March 21, 2022, the Trust Regulator (TR) organized a workshop on "Law on Combating Financing of Proliferation of Weapons of Mass Destruction” under the high presidency of H.E SOK Dara, Director General of the Trust Regulator (TR). The purpose of this workshop is to provide disseminate the awareness of the Law on Combating Financing of Proliferation of Weapons of Mass Destruction to the participants from the trustees of Financial Trust, the Trustee Companies, and relevant persons.

Deputy Director General and Director of Department Level attended an internal meeting to monitor and promote the remaining works on "Anti-Money Laundering and Financing of Terrorism and Financing the Massacre in removing Cambodia from the Gray List" under the high presidency of H.E. Akka Pundid Sopheacha AUN PORNMONIROTH, Deputy Prime Minister, Minister of Economy and Finance, a Chairman of the FSA Council with the participation of His Excellency, Lok Chumteav, Ministry leaders, unit heads and relevant professional officers of all units under the Ministry and under the FSA via Zoom.
In the morning of Thursday, March 3, 2022, H.E SOK Dara, Director General of the Trust Regulator (TR) and a member of the Non-banking Financial Services Authority (FSA), accompanied by H.E Deputy Director Generals and Director&Deputy Director of Department Level, defended the draft "Institutional Development Plan of TR for 5 Years (2021-2025)" at the 8th FSA meeting for its 1st mandate virtually under the presidency of H.E. Akka Pundid Sopheacha AUN PORNMONIROTH, Deputy Prime Minister, Minister of Economy and Finance and a Chairman of the FSA. As a result, the meeting endorsed the draft "Institutional Development Plan of TR for 5 Years (2021-2025)" and asked technical team to review the format and wording.
In the morning of Thursday, February 17, 2022, the Trust Regulator (TR) held annual meeting to review the achievement for the year 2021 and action plan 2022 at the meeting hall of the Non-Banking Financial Services Authority building under the presidency of H.E Sok Dara, Director General of the TR. In this meeting, there were presentations from all departments of TR focusing the achievements of the year 2021 and action plan for the year 2022, as well as the lively discussion at the level of officials and managements of TR about strengths, weaknesses, challenges, opportunities, and solutions implemented in the past year and suggestion to better prepare for the next year. At the end, H.E Sok Dara, Director General of the TR, highly appreciated the officials and managements of the Trust Regulator who has worked hard to achieve results with pride, even in the epidemic situation of Covid-19 in Cambodia. The meeting ended at 5:30 p.m. with fruitful results and active spirit to complete next year action plan.
In the afternoon of Monday, February 14, 2022, H.E Sok Dara, Director General of the Trust Regulator, accompanied by his colleagues, attended the Dissemination Meeting of Circular No. 013 SHV dated December 24, 2021, on the Implementation of the Law on Finance for Management in 2022, led by H.E Dr. Hean Sahip, Secretary of State of the Ministry of Economy and Finance (MEF) and Chairman of the Budget Working Group at the Leader Level of Budget Units of MEF.

In the morning of Wednesday, January 12, 2022, His Excellency Sok Dara, Director General of the Trust Regulator, accompanied by his colleague, attended a working group meeting on the draft technical level of the vision of the Ministry of Economy and Finance at the leadership level via Zoom under the high presidency of His Excellency Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance and Chairman of the Vision Team of the Ministry of Economy and Finance at the management level.
In the morning of Tuesday, January 11, 2022, the Trust Regulator (TR) held a consultation meeting on the amendment of Prakas on “Trust Registration Fees” under the high presidency of H.E. SOK DARA, Director General of TR of the Non-banking Financial Services Authority (FSA). This consultation meeting was organized in order to receive additional inputs and comments from private sector and related individuals to ensure this amendment Prakas preparation to be more complete, in order manner, transparent, and effective for the implementation as well as to gain more confidence from market participants in trust sector and in response to the actual situation of the current state of economic development. The consultation meeting was attended by representatives from Trustees of registered trust, Fund Management Companies, Trustees and related individuals providing services in trust sector.
